Contacts between Tartu and Uppsala date back to the 17th century, when Estonia was under Swedish rule. The most important event of the time was the opening of a university in Tartu by Gustav II Adolf. Tartu University was the second Swedish university after the University of Uppsala.
Tartu and Uppsala towns were twinned in 1988. In 1993 Uppsala Kommun and Tartu City Government signed an agreement to restore a house from the 18th century in the centre of Tartu. It was given the name Uppsala Maja (Uppsala House). The house was opened on May 28, 1996.
Uppsala Maja operated 1996 - 2010 as a guest-house providing accommodation, in the first place, to the representatives of the institutions who initiated and contributed to the renovation of the house.
